LSEZA Executive Chairman, Prince Wreh and Softcare Liberia Limited, Bai Guangxue

The Liberia Special Economic Zones Authority (LSEZA) and Softcare Liberia Limited, have signed a 25-year Developer/Operator Licensing Agreement designating the company as a Special Economic Zones (SEZs) developer and operator within the Monrovia Free Zone.

Under the thirty two million United States dollars agreement, Softcare Liberia Limited will develop, manage, and maintain a designated Special Economic Zone dedicated to the manufacturing of hygiene and household consumer products. 

It is also expected to boost local production while positioning Liberia as a manufacturing and export hub serving both domestic and international markets across Africa and beyond.

The investment is expected to provide 150 plus direct jobs and over 200 indirect jobs for Liberians.

During the signing ceremony, LSEZA Executive Chairman, Prince Wreh, described the agreement as a reflection of the government’s commitment to promoting industrial development, creating employment opportunities, and accelerating economic transformation.

“The signing of this agreement reflects the Government’s vision of promoting industrial development, creating jobs, and supporting Liberia’s economic growth under the Administration of President Joseph Boakai,” Chairman Wreh noted.

He narrated that the agreement directly supports Pillar One of the Government’s ARREST Agenda for Inclusive Development by promoting economic growth, job creation, and economic diversification through increased private sector investment.

A Representative of Softcare Liberia Limited, Bai Guangxue, repeated the company’s commitment to long-term investment in Liberia, underscoring innovation, sustainable growth, and the expansion of manufacturing operations.

Mr. Guangxue disclosed that Softcare will manufacture and distribute its products to the Liberian market while exporting a range of products including baby diapers, baby wipes, sanitary pads, and other hygiene products to markets across Africa.

“The investment demonstrates the company’s confidence in Liberia as a strategic location for regional manufacturing and trade”, he mentioned.

Also at the ceremony was National Investment Commission (NIC) Chairman, Molley Kamara, who re-echoed the institution’s commitment to work closely with LSEZA to attract strategic investments that will create jobs, stimulate Liberia’s economic growth, and contribute to national prosperity.

Importance of the Agreement

The agreement represents another milestone in Liberia’s efforts to expand its manufacturing base, promote value addition, and position the country as a preferred destination for investment under the Special Economic Zones framework.
