The delay in ArcelorMittal Liberia obligations to affected communities has claimed the attention of Nimba County District #4 Representative Ernest M. Meneah who on Thursday June 18 2026 communicated with the plenary, begging their indulgence to invite the Minister of Mines and Energy along with the National Investment Commission and the Bureau of Concession to provide a status report on matters surrounding the AML Obligations.
Rep Manseah said “as everyone may be aware, the House ratified the ArcelorMittal Liberia third amendment to the Mineral Development Agreement (MDA) January of this year.”
He furthered that under this agreement, Article 3 section 4A of the third Amendment, provides that the Concessionaire shall prepare and share with the government, within 3 months following the Third Amendment Effective Date, a social infrastructure plan that identifies the issues and grievances submitted by members of the affected communities in Nimba, Bong and Grand Bass counties.
According to him in December 2021 there were actions taken to date to resolve such issues and grievances and to also provides a plan for resolving the remaining items in accordance with a timeline specified in the social infrastructure plan but maintained that in addition to the above, the third amendment made specific emphasis on the following
KM 2.5 Bridge connecting Buchanan City Center to the Concession Area, Paving of the Concession Road, Paving of Sanniquellie-Yekepa Road projects to be included under the Social Infrastructure Plan, Construction and maintenance of the St. John River Bridge Grand Bassa County, Establishment of a campus of the ArcelorMittal Liberia Vocational Training Center within its Buchanan Concession, Establishment of a Community Development Fund and Compliance Measures.
However Rep. Manseah told his colleagues that view of the afore mentioned, he was not sure if any of those obligations to the affected counties or communities has been fulfilled since the ratification stressing that it was upon this back drop that he decided to write craving the indulgence of this Honorable House to invite the Minister of Mines and Energy along with the National Investment Commission and the Bureau of Concession to provide status report including copy of the social infrastructure Plan and prove of payments for the delay in relation to the company’s obligation under the MDA third amendment.
Following the reading of the communication, plenary resolved to summon Authorities responsible to ascertain proper information that will help improve the lives of the people.
