House Speaker Richard Nagbe Koon has reaffirmed the commitment of the House of Representatives to support the five-year strategic plan of the John F. Kennedy Memorial Hospital (JFK), aimed at transforming Liberia’s largest referral hospital into a modern, high-performing healthcare institution.

The ambitious US$132.8 million Strategic Plan (2025–2029)outlines sweeping reforms to modernize the country’s only tertiary and teaching hospital. The blueprint seeks to reposition JFK as a “multispecialty, patient-centered, and innovation-driven facility capable of meeting Liberia’s growing demand for advanced healthcare services.

The plan was officially launched on Thursday, February 26, 2026, at the hospital’s facility in Monrovia. Although Speaker Koon was selected to serve as the launcher, he was unable to attend due to other pressing national engagements. His Chief of Office Staff, James N. Verdier, Sr., represented him at the ceremony.

Delivering remarks on behalf of the Speaker, Cllr. Verdier reflected on JFK’s more than five decades of service as Liberia’s premier tertiary referral and teaching hospital, while acknowledging the institution’s longstanding challenges, including inadequate infrastructure, human resource gaps, and financing constraints.

He assured the hospital of the House of Representatives’ support in achieving its vision of improved healthcare delivery.

“As Speaker, I reaffirm the commitment of the House of Representatives of the 55th Legislature to support appropriate budgetary allocations to the health sector, particularly to key national institutions like JFK, within the limits of our resources; promote laws and oversight that strengthen accountability, quality of care, and protection for patients and health workers alike; and encourage stronger coordination between the Executive, Legislature and partners so that our collective efforts lead to tangible improvements in the lives of ordinary Liberians.”

Speaker Koon emphasized that health is ultimately a political choice, reflected in the laws passed and budgets approved by the Legislature.

“The Legislature has a responsibility to ensure that the policies, legal frameworks and financial resources necessary to implement this Strategic Plan are in place and aligned with our national health priorities,” the statement noted.

JFK Chief Executive Officer Linda A. Birch described the strategy as evidence-based and aligned with national, regional, and global health priorities. She stressed that the plan strengthens the hospital’s core mandates of tertiary care delivery, workforce development, and research, positioning JFK to better serve the Liberian population in the years ahead.

The five-year strategy marks a significant step toward reforming and strengthening Liberia’s healthcare system through sustained legislative backing and institutional transformation.
