— Lauds CSA for Massive Reform

Monrovia -President Joseph Nyumah Boakai, Sr., commending the Civil Service Agency (CSA) for its ongoing reforms, has once again called on the National Legislature to pass the Civil Service Commission Bill.

He cautioned that further delays could undermine critical reforms being undertaken within the civil service.  ‎‎

Delivering his State of the Nation Address (SONA) on Monday, January 26, 2026, President Boakai reminded lawmakers that the bill remained pending before the House and emphasized its importance in strengthening institutional independence, accountability, and professionalism. 

‎‎According to the Liberian Leader, the delay in passing this bill will undermine, if not stall, the much-needed institutional reforms in the civil service.  ‎‎

Under the leadership of Director-General Dr. Josiah F. Joekai, Jr., the CSA has introduced significant reforms, including clearing the national payroll of ghost names, automating the civil service testing process, digitizing the Legal Power of Attorney (LPA) scheme, previously paper-based, and strengthening merit-based recruitment across ministries, agencies, and commissions. 

‎‎Established in 1973, the CSA serves as the government’s central human resource management body, overseeing recruitment, promotions, training, policy enforcement, and efficiency across ministries and agencies.

However, its placement under the Executive branch limits its autonomy.  ‎‎

The proposed Civil Service Commission (CSC), by contrast, would be established under Article 89 of the 1986 Constitution as an autonomous commission.

This transition is expected to insulate civil service operations from political interference, enforce merit-based recruitment, and strengthen oversight mechanisms.  ‎‎

President Boakai made a similar appeal during his previous State of the Nation Address, underscoring the urgency of aligning Liberia’s civil service with constitutional requirements.

His renewed call reflects a consistent push to ensure reforms are not only implemented but also safeguarded through institutional independence.
